1. The name of the
organization is:
„European Red Dairy Breed „
2. The object of the
Confederation is to improve, develop and promote the Red Dairy Breeds by close
cooperation of all officially recognized (registered) European societies and other
leading cattle improvement organizations.
3. The measures to
attain this are:
a) Mutual exchange
of information and data on all important matters concerning the breed.
b) To harmonize and
standardize technical/organizational matters connected with cattle improvement.
c) Advancement of
cattle breeding and other genetic material exchange.
d) To stimulate
common breeding and test programs.
e) To stimulate
common data processing and run an information bank.
f) Co-operation
with animal science in general, the International Committee for Animal Recording
(ICAR) and Interbull.
g) To represent the
breed in other corporate organizations.
h) Common promotion
of the breed on an international level.
i) Study of the
longterm breeding goals under economical, ecological, ethical and other
aspects.
j) To do all other
things which are in accordance with the objects.
4. Only officially
recognized Red Dairy Breeds of European countries may become members of the
Confederation. Application for membership must be made in writing and approved
by the Breeding Council.
5. The governing
body of the Confederation is: The Breeding Council.
The Breeding
Council is to consist of representatives of all the member societies. Each
country represented has 3 members and 3 votes.
Resolutions are
to be passed by a majority vote, except that resolutions to alter the articles
or on the admission of new members must have a majority of two-thirds of all
votes to be passed.
The Breeding
Council has to meet regularly at least once a year. The meeting place is to change
between the member countries.
Invitations for
the Breeding Council including the agenda are to be sent out by the President
at least three months in advance.
The terms of
reference of the Breeding Council are to be prepared by the Board of Directors.
The secretaries
of the member societies may meet in between.
6. The President is
to be elected by the Breeding Council for a period of two years.
He is
responsible for the management of affairs of the European Red Dairy Breed. He
is to be assisted by a secretary and a Board of Directors.
7. The Board of
Directors is to be appointed by the Breeding Council consisting of one person
from each member country. The election period is two years.
The terms of
reference are:
a) To discuss and progress matters from the
Breeding Council
b) To formulate conference agenda
c) To identify new requirements
d) To form the budget
e) To co-ordinate and make recommendations
8. The secretary of
the Confederation is to be appointed by the Breeding Council for a term of 2
years. He is fully in charge of promoting the ideas of the European Red Dairy
Breed.
The terms of
reference are:
a) Contact and representation to other
organizations and institutions
b) To run the office
c) To collect and disseminate information as
required or as instructed by the Board of Directors
d) To organize meetings for the Board of
Directors, secretaries and the Breeding Council and to make reports
e) To promote the ideas of the European Red Dairy
Breed.
9. Each member
society shall subscribe to the European Red Dairy Breed such fees as may from
time to time be decided by the Breeding Council.
The business
year is the calendar year.
The President
assisted by the Secretary is to furnish the Breeding Council with a report of
the European Dairy Red Breed’s affairs and accounts.
10. Withdrawal of
membership from the European Red Dairy Breed shall only be accepted upon
receipt by the secretary of a notice in writing not less than six months prior
to the end of the calendar year.
Upon resignation
there will be no refund of fees.
The Breeding
Council may exclude member societies by a bare majority if they seriously
offend against the aims and resolutions of the European Red Dairy Breed.
11. The European Red
Dairy Breed shall only be dissolved by a three-quarters’ majority at a Breeding
Council meeting specially convened for the purpose.
In such event
the remaining funds, after payment of outstanding debts, are to be apportioned
between the countries in proportion to their fees.
